I failed in class 12th but passed it afterwards. I am pursuing BA now. How can I prepare for IAS and UPSC exam?

Failing in 12 once doesn't matter much if you have a good comeback. Pass your graduation with good marks and keep your preparation going on for UPSC exam.

You failed in class 12th, it doesn't matter for it. For appearing in IAS exam, you must have a graduation degree, so first, complete it or in final year you can attempt IAS or UPSC exams.
