    You may get a good college as your marks are good enough to get a good college and any branch you want.

    It depends on your rank. But, I think you can get ECE. Any of these colleges. (RKGIT, GL Bajaj Noida or IMS Ghaziabad). It's my strong suggestion that you should play all the rounds of counselling process until you can get your desired college.

    You will surely get the government college in the spot round of the counselling. As for now, have patience and you will get the best government college in that round.
