Yes, you should attend counselling the WBJEE and wait for next round until you will get your rank.

Yes, you can get IT as well as CSE in a lot of colleges. There are many private colleges in West Bengal which accept WBJEE score. However, you won't get top tier colleges like IEM, Heritage with this rank.
