I have 66% in English in 10th and 83.45% overall, 71% in English in 12th 58 % overall and B.E(electronics) with 56% am I eligible for ETO?

Yes, you are eligible for the ETO.
You have to score minimum 50% marks and you have enough and high marks than minimum marks required. -
