yes,u r surely eligible for JEE main 2017 but u r not eligible for JEE Advanced as it needs 75%. u can give improvement exams next year and can score above 75 and qualify mains and can able to appear in advance(I am sure that above details are according to new JEE rules 2017,as I was also having confusion early on) .please upvote my answer if u like.

next year Your boards marks r not going to be considered so better u concentrate on Your JEE preparation -
