I have 71% in B.Tech in ECE and 7 bands in IELTS. I want to do ME in quality systems from Concordia University Montreal? Should I?

The query you are asking sounds good from a 15 year old confused teenager. It is not quite clear as to what you are asking. If you are asking, then this is absolutely your choice. We are not aware of your plans and what you want to do in future. Know your own career goals and decide what you want. Nobody else can tell you what you should do and if you should doing it or not, not at least at this stage. Regarding the university, it is a good one and has many innovative programs.
