I have applied for duplicate documents to change college for B.Tech. Can I just ditch the current college and take admission in new one?

I'm enrolled in a BTech college and just completed my first year, and now I want to change college. I gave CET but my college is not giving my original documents back and asking for full 4 year's fees.
