I have completed LLB and want to pursue LLM. Does Nalanda Open University offer LLM, which open University is better for LLM?

    No, they don't offer LLMs and I would suggest you to do LLM from national law school or outside India. Give CLAT in 2019 for LLM in a good NLU. Good luck.
