B.A. Public Policy & Administration with embedded civil services is a good option to go for. There are very few colleges which offer this course, UPES Dehradun is one such. UPES has embedded Civil Services Examination coaching along with the regular course curriculum for the B.A. Programme.

    Dear,
You should go for BA. Here you can find the subjects like history, economics, psychology and many others which will be helpful in your preparation.

As per your goal, all these courses are good, but BA is better, as it's an administrative course.

Your main goal is to be An IAS officer, so you will be choosing a Bachelor course. Doing B.Tech is totally off-road/ off-track, as the subjects are related to engineering and doesn't involve any knowledge about politics or general knowledge and history. So, choosing engineering according to me will not be beneficial. Choose that degree course in which studies involve reading history and politics and knowledge about Indian judiciary and environmental studies, all the topics which cover the IAS subjects. All I can say is that choosing engineering will not be beneficial, if you want to be an IAS officer.

BA is the best option. If you want to prepare for UPSC i.e. IAS etc. As mentioned in a given answer, you can opt for that mentioned course also if possible. Otherwise, choose BA and take subjects you like or the subjects which are going to help you in UPSC preparation. Study hard and well. Also, continue your efforts.
