i have passed my 12 in 2014 in arts stream and i have 6 band not less than 5.5,i also get refusal from canada,can i apply for newzealand

    You can apply but you need to work on the reason of your refusal for Canada.

    You can apply but don't apply randomly within knowing what the colleges and universities are looking for. They have clear admission requirements you must see if you meet those. If required you must retake IELTS. Apply for visa only after you have received the admission offer from a college or university.
