I want to run an ECCEd course center at Badlapur, How can we apply for the same?

We founder members of Akshar Education And Welfare Society, Badlapur Dist: Thane, have educational experience of 15 years and qualifications too. Need to open a study centre of ECCEd at Badlapur which is need of the city. Kindly guide us to whom will we approach for the same and how?
