In order to unblock your PRN and complete your graduation, you should contact the university or college where you were enrolled and explain your situation. They may have a process for unblocking your PRN and re-enrolling in the program.
If you are unable to contact the university or college, you can try reaching out to the regulatory body or board that oversees higher education in your region or country for guidance on how to proceed.
It may also be helpful to speak with an academic advisor or counselor at the university or college, or a career counselor or advisor, who can provide guidance and support as you work to complete your degree
