Chandigarh University is approved by UGC but is the best of the best options to secure your professional career growth for as it is recorded to be the 100% placement university among all universities of Punjab with top and renowned companies visiting the campus with a good package offer. I can say this by personal experience and as far as affiliations and approvals are concerned, believe me it doesn't really matters either for higher studies view or career towards job opportunities unless you are planning to go abroad for your higher studies and even with that option UGC university students.

I cant say about Chandigarh University is approved by AICTE or not but Lovely Professional University does not require an AICTE approval since it is already approved by UGC, a statutory body of the Government of India. This is because universities do not require AICTE approval compulsorily. They might apply for approval from AICTE just to add another feather to their cap. It is the colleges which require compulsory AICTE approval, so if you are directly studying at the university you do not need to worry.

Chandigarh University (CU) admissions are generally based on CUCET scores for most of the courses. Students need to appear for the test or submit scores of any other accepted exams as stated by the university. Hence, in some cases, you may get admission in CU without CUCET. The CUCET test is also a scholarship test and if you want to get the scholarship benefits offered by the university based on CUCET scores, then you will have to appear for the exam.
