Is GLA University the best for pursuing B.Tech from CS keeping in view all the aspects regarding academics and environment?

GLA University is just giving one option to those students who want to study B.Tech and are unable to qualify IITs or NITs or any other state college.
If you still want to join B.Tech when you failed to get government college then GLA is one of the colleges you may join for B.Tech. It gives all the facilities that you want in a private college.
