Yes, a residence certificate is needed for the counselling process of TS EAMCET. As per the official notification, a candidate needs to provide a residence certificate for a period of 7 years preceding the qualifying examination in case where the candidate has no institutionalized education. Therefore, if a candidate has been living in Telangana for 17 years but has not taken any institutionalized education, then a residence certificate will be required for the counselling process of TS EAMCET. It is recommended to obtain the residence certificate before the counselling process to avoid any last-minute hassles.

The residence certificate can be obtained from the local municipality or panchayat office in the area where you have been living for the past 10 years. The certificate must be issued in the name of either of your parents.
If you are unable to obtain a residence certificate, you can apply for a provisional certificate from the Telangana State Council of Higher Education (TSCHE). The provisional certificate will be valid for the counselling process only.
