My rank is 1546 under OBC category in JEE Advanced 2018. What are my chances in an IIT/NIT and which is the best among them?

You can get any IIT college but it all depends on the branch you want. If you want CSE, then you can get IIT Tirupati, IIT Palakkad, IIT Goa, IIT Dharwad, IIT Bhilai, IIT Jammu, etc. So, it all depends on which branch you want. All IIT colleges are good and better than many other colleges.
