Now I have failed in TSIPE 2019 march but I have passed in TS EAMCET 2019. If I have passed in supply can I go to TS EAMCET counselling?

    Yes, you can write your supplementary TSIPE exams and qualify in it and secure admission through TS EAMCET 2019 counseling. Good Luck.
