In first condition R1 = 36 Ω  

In second condition R2 = 18  Ω

P 1 = V 2 R 1 = ( 2 4 0 ) 2 3 6               

P 2 = V 2 R 2 + V 2 R 2 = ( 2 4 0 ) 2 1 8 + ( 2 4 0 ) 2 1 8               

P 2 = ( 2 4 0 ) 2 9               

So   P 1 P 2 = ( 2 4 0 ) 2 / 3 6 ( 2 4 0 ) 2 / 9 = 1 4

x = 4
