It is difficult to say on the basis of your IELTS score only. You must concentrate on the application submission, submit it before deadline. You cannot apply for visa without receiving admission offer from the college. 5.5 is indeed low but you can retake or get into an ESL program, you can find this out by sending a mail to the college. But, first check the college specific admission requirements and apply.

For engineering programs you must be good in physics and mathematics, this is the basic. Apart from these you must meet college specific admission requirements such as SAT/ACT, TOEFL or IELTS, SOP, LOR etc. Since you did not mention the country further guidance will be difficult.

For BSC IT, you need to have physics, chemistry and maths as compulsory subjects in class 12th. You can not pursue B.Sc. IT with commerce background. You can opt for BCA as a course.
