You will not be able to get either CSE or Mechanical as both of these branches close fast. If you do have a home state quota, you might get admission into these branches in later rounds. I would recommend you look into IIIT Una as it has the same faculty and campus as NIT Hamirpur and is also a government institute. You can get admission into CSE or ECE engineering in IIIT Una with your rank.

Course offered at Pravin Gandhi College of Law is only BLS LLB which is a 5-year integrated law degree of Mumbai University, whereas, courses offered at Kirti P. Mehta Law School are Master of Law (LLM), BA LLB (Hons), BA, LLB (Hons), and Ph.D in Law.

There is no cut-off as such however the eligibility criteria varies from course to course. If the eligibility criteria mention that the candidate should have studied a certain subject in 11th & 12th then your performance in the said subject becomes an important factor, however, there are exceptions for this case too. I would say a big no. Never go behind the brand name of a college but see the curriculum they have and what they are actually offering to students, the placement and package for the degree you want to pursue there. Don't trust college posters, banners or other marketing materials.
Try to get in touch with the students out their in the institution you are willing to pursue your studies via the social network, or have a visit to the campus and interact with them. All the best.

Yes, you will get this branch but under second or third category in which you have to pay more for that. Let me explain you the admission system here. Rank in VIT to get admission should be 90,000, so you can get admission in VIT from the 6th category as well. There are various categories as well. With each category admission, fees go high. First category closed till 15,000 rank, and you can get CSE till 9000 rank and IT till 11000 rank, but there are 2nd category as well, if you want CSE, but you have to pay more for that.
