We cannot compare those institutes because as we know the syllabus for ECE will be same. It depends upon which institute you can get also what quality of faculty is available there. Also, the thing that counts is your hard work and dedication towards that particular subject. If it there then doesn't matter what institute you are studying in.

If I go deep into your question and focus on the word "can" then only a few students would be left there who actually can study B.Tech. Engineers of course are required by our country but not with the seal of BE or B.Tech degree but with some potential to handle the actual engineering works. Although this is not happening here because many students go with the flow during the selection of their career. Delhi University does not host courses like BCA. You need to try getting admission into any other university or college. There are some universities which provides admission to arts/humanities candidates for BCA. You have to search for those universities and colleges near you so you can take admission into BCA. Some well known ones include Carnegie Mellon, University of Pennsylvania, MIT, Georgiatech, University of California Berkeley, University of California Los Angeles, University of Texas at Austin, etc. These are among the top ones, preferred GRE is above 315. For IELTS score please check the website. Normally they will prefer TOEFL. Admission requirements are not same with universities so you have to check the websites.
