The course you are asking for, if it is a clinical programme, then you can not do it directly. You need that medical council registration to do the course. Hence you can take some administration course and go to Canada. Then while studying, do your dental council registration.

My friend got 187 marks in JEE Mains 2017, which I think are approximately equal to your score in JEE Mains 2018. He was not able to make it to IIIT-Bangalore. Last year's cutoff was 190 marks and cutoff marks of IIIT-Bangalore is increasing every year. Therefore, there are less chances for you to get into it. To get a lateral entry in any engineering college the procedure is you have to register through DTE website (type DTE on the Google and visit the first link). Second, after the registration, you have to fill the option form for any query. There are ARC centres or FRC centres, they will definitely help. But to get any information like cutoffs or any other thing to read all the information given on DTE website.
