For government quota, we will not be able to advise as we have to wait for TANCET 2016 ranks. Core courses are mandatory for graduation whereas electives can be in most any subject but have to be in a certain number of fields (English, Math, Science, Arts, etc.). Electives are just that, can be taken or not taken ,but a certain number of electives are required.

Not necessary, you must have the profile to get into the likes of Stanford. Ofcourse IIT, BIT etc are institutes of repute and preferred, having said that if an applicant from one of the top institutes lacks in quality profile he or she will have a tough time during admissions.
