College change or university change after first year is completely dependent on college and university norms, some university allow it and some won't plus you need to have good scores in first year to apply for the same. For further details contact the college authorities. *With back log, you can not change the college.

As you talk of finance, you don't need to worry about that, you can manage to gain scholarship so that you can go for B.Tech because to move to ISRO you need a platform which you can get through your college. You'll get greater exposure also as doing graduation doesn't mean you go for jobs.

If you're allotted any college in the first round or second round, then you have to pay the academic fee (40k) in order to participate in the next round. If you'll not pay it (after any allotment) then you can't participate in next round. You can only go to spot round then. If you're allotted any college in any round then freeze it and your academic fee will be managed in your college fee afterwards. As per last year, in order to participate in spot round, you have to pay 7k and it is non-refundable, whether you get a seat or not.

Yes, you can get Computer Science engineering in KIET. According to previous counseling records, try till the last 4th round of counseling, if college is not allotted in 1, 2 & 3 round, try till last round.
