Some alternate medicine professional also use Dr. in front of their names which is not approved by Medical Council of India. Eminent persons who are awarded doctorate for their excellent work may also use title of Dr.

If you learn any OOPS language such as Java or C#, it will help you to learn any other lanaguage or scripting lanaguage of software automation testing tool easily. If you have never programmed before, it would be best to start by using a script-friendly language like Python or Ruby which are easy to learn. You also advised to learn SQL.

Atul don't go with which stream is better. Go with what you want do after studying B.Tech. You may take following considerations. If you like computer, want to build crazy application or something related to software go with Computer Science engineering. If you like playing with machines/motors or electricity go ahead with Mechanical engineering. Or Electrical engineering. If you are India, after studying Electronics and communication engineering most of the students gets job/work in IT companies. Only few percent gets chance in electronics companies.
