Ofcourse. According to recent studies,The Engineering curriculum these days is such that engineers have theoretical knowledge only and around 80 percent people don't have minimum practical knowledge. Every year around 12 lakh engineers pass out in India. The jobs are limited so engineers having knowledge of PLC and SCADA have an edge over others specially in Electronics based companies

As it will be difficult to provide best institutes, as the definition of best varies from person to person depending on various parameters.
Before seeking admission in any institute, kindly check the below mentioned parameters such as affiliation, accreditation, fee structure, curriculum etc.
I can totally understand your dilemma in this case as I have been through the same.

Eiilm University under various controversy like selling of degree so UGC has ask to stop distance education which was running without approval Kindly stay away from that university if you go with CMJ, techno Global, Eiilm Degree then your impression is not good on employer
SRM University Chennai , YCCE Nagpur and Acharya Engineering college Bangalore provide this degree Kindly go with them or you can choose Institute of Automobile engineers for equivalent certificate
