Yes, you can pursue automobile engineering after your 10th by way of seeking admission in a Diploma course. For a degree in engineering in automobile branch you are required to pass 12th standard or pass Diploma and then you can seek admission in the four-year degree course or through lateral mode in the second year of four-year degree course respectively.

Yes, nowadays, Maharashtra government allows candidates from outside the state to also seek admission by lateral mode directly into the second year of engineering course. Through this you can get admission in your college of choice in Pune. I am attaching a link that will give you all the required information about different eligibility conditions as well as the procedure to be followed for filling up online forms certificates fee, etc., for this to happen.

Yes, it is a valid board. One who has completed intermediate from RIOS board is definitely eligible for whatever course or job her or she wants to apply.
