It takes a year to prepare a good application. Admission rounds in universities starts from September till November or December, if you want to study in 2020, you must submit the applications in 2019. If you are also aiming for scholarships apply early. Colleges however have extended deadlines. Visit university websites, check their admission pages to know about their timetables etc. Email them for direct queries.

Firstly decide where to do your Ph.D. You must visit university websites to learn about probable Ph.D programmes in your area. There is no general answer to your question, but the best thing to do is research. Identify best universities offering Ph.D programmes in your area. Write to them. Take GRE if required.
