Yes, you can apply for the 2nd year of B.Com form Gujarat but there is not only you who is applying for the transfer, the other students are also try to transfer so do not think that you will definitely get the admission. But I will do say that you should first try because many students have luck in transfer. Even the worse student get transferred to other college.

Any college for MBBS is more or less the same, it's just the reputation. It is recommended that NCERT should be followed only for NEET as it is sufficient to get you a good college. Don't indulge in other material that make even the simpler things go above your head.

Yes, you can apply for part time MBA or distant MBA programs. You can also go for online MBA programs with weekend classes. However, since you have completed a degree and in case you have not taken a job then appearing for a competitive exam such as CAT XAT MAT CMAT etc. Will give you admission to good B-School which is a completely different experience.
