UGC NET 2018 Eligibility:
Candidates who have secured at least 55% marks in their Masters degree exams (in streams such as Humanities, Social Science, Electronic Science, Computer Science & Applications, etc. ). From a UGC recognised college/ university fulfill UGC NET 2018 eligibility criteria. NIOS is recognized, formed by Ministry of Human Resource Development (MHRD), Government of India. Universities must admit basis NIOS, if you meet all the other requirements such as minimum percentage etc. You can refer this below

You do, but will be a challenge. An outstanding personal statement and some strong recommendation letters will be required. I will strongly suggest you to retake the IELTS. If you can attempt GRE again, universities will evaluate every aspect of your profile including your extracurricular activities, projects, seminars, etc. You have to be strategic and understand what your strengths are which you have written on your application.
