Pursuing class 12th again would be advisable. He would have more chances of getting good graduation course and institution with class 12th certificate. Diplomas are not accepted everywhere as a qualification criterion for admission.

If you are in the general category, then you might have to wait till the spot round or if you in Muslim category, you might get a seat in the SFS batch in the first round itself.

You can try Thapar Institute of Engineering & Technology. First, preference is given to GATE qualifiers but after that vacant seats are filled by students who haven't appeared GATE as well. Plus, you have experience so that would give you an edge.
