You may surely apply, once you are a graduate from any recognized university. You may also get a provisional admission based on your previous sem marksheet. Please note that programs offered by Symbiosis are Post Graduate Diploma's and curriculam is at par with any Management program. But you won't get a MBA with Symbiosis

As per your query it seems that your long term goal is to pursue MBA, so regarding this please remember in order to pursue full time MBA or PGDM program you need to be graduate in any field with atleast 50% marks in graduation, plus you need to take various management entrance test like CAT, MAT, XAT, SNAP, etc.
