The syllabus of UPSI and SSC CGL is almost 70% same. Keep doing SSC CGL coaching to prepare for UPSI. It won't make a big difference. However, UPSI has two more topics that are not covered in SSC coaching, Hindi and UP GK. For these two, you can join another coaching for one hour.

No, you can't. The third and final round of counseling for this year is over, and you have been allotted your institute. This is what clause number 11.7 of NCHMCT brochure says:-
INTER-INSTITUTE TRANSFER/ MIGRATION
National Council does not allow inter-institute transfer or migration on any ground during the entire duration of course since the allotment of Institute are done on merit-cum-choice only. You have good percent in 12th, I would say look around also for Chandigarh University, Lovely professional university if you are looking for good placements and scholarship options. For SGGS College, their website is not opening after so many attempts. You can visit the campus if you need more clarity.

As per as the orders of the Supreme Court age limit to give CLAT exams has been removed. So, there is no age limit to give CLAT. Yes you are eligible to give CLAT. Till date, this is what is sure, but as you know CLAT is unpredictable but keep preparing. Good luck for CLAT 2019.
