Every college is good for some students and bad for some.
Choosing a college depends on many facts like faculty course material and study environment. I will advise you to do some research before taking admission in any college some points to remember are :
1) UGC and AICTE approval
2)NAAC and other rankings
2)Placement records
4)City or Area where you are taking admission ( Like NCR)
5)Also take some advise from previous students or personally visit the campus

I am not answering it as a siksha expert but. . .
my sister is doing BLIS from IGNOU and this is damn true. .some time even they do not declare results and student have to give exam of same paper again. .they say if your result is not shown complete on net then apply for exam but if you will pass in that paper then you don't need to appear and marks of previous exam will be added. .

Learning Software alone won't help you. First acquire artistic skills on paper, then learn application software's for expressing skills in the Digital Medium
