Well firstly it is indeed commendable that you were able to pull both the courses of Masters degree level together. According to Indian education act-1959 at the same time you cannot be considered for two courses. You may do it but cannot show it in your resume at once. So it is better if you could consult the university authorities and get the complete specific details. But also there is a clause for it which indicates that atleast there should be six month gap between the regular and the distant mode degrees at the time of registration but still as advised you should first check it with your university for the value of the distance learning course attained.
As for the eligibility, showing up just the regular degree course should be enough to make you eligible for the exams that you are keen to write.

Well I would say nothing is impossible, but to achieve your aim you need to put in a lot of efforts and also you need to come out stronger while facing obstacles. The transition from software testing to a programmer is not easy but if you are keen to make it through and with the help of your hardwork and determination, you shall make it possible.
For a course in Java, a basic IT and C++ knowledge will benefit you a lot. There are many institutes that offer Java modules, but it is advised to locate an institute which offers authorised certification like NIIT, Aptech and other courses.
