It depends on your preference both are good courses but if you want to start your own venture then IB is a better course and if you want to pursue a job in other firm then MBA is a better course

PUMBA does not have separate hostel. Pune university hostel has seats for PUMBA students. There are either 2 or 3 sharing rooms.

It is not necessary that you will get admission because the CAT cutoff varies year to year.
The problem with English language can be sorted, you can choose some elective subjects which focuses on presentation and communication skills.

Hi, we would recommend you to pursue your school and the bachelors degree from India. India has excellent educational opportunities. Do consider your family's financial status before taking such a major step.
