This is a difficult question to answer. There are thousands of universities abroad and also you must be more specific about the country choice as to the university which will give you the admission will entirely depend on your overall application profile and the university's selection process. If you are planning for US, getting into a top university with 301 score in GRE will be tough. It is important that you first decide the country, start visiting university's websites across popular countries and check the requirements and shortlist accordingly.

Both M.Sc in computer science & MCA are equally good courses. M.Sc CS students have a very good theoretical background of computer science subjects whereas MCA students have very good exposure on computer applications. Indian IT industry's primarily business and major revenue is from application development and support projects because of which MCA graduates have a minor edge over M.Sc CS graduates. I will suggest you evaluate and select degrees based on institute's reputation, brand image, and placement record.
Scope of MCA is better than M.Sc physics / chemistry/ maths etc.

A short term course won't give you break into B-school. B-school offers you admission on the basis of your entrance score and you should focus on current affairs and quantitative analysis. You should take online classes.

Both M.Tech and MBA are good career options after engineering graduation degree. M.Tech will make you a specialist in chosen field and you can make a career as a technologist. You may seek admission in M.Tech if you are technically inclined. If you are not technically inclined then you may opt for MBA and become a generalist. Currently, the scope of MBA is wider but slowly industry has started paying good salaries to technologist also. Chennai has good aeronautical engineering research industry.
