Since you have asked this question under Germany then let me tell you "PhD degree programs are the third-level degree programs in Germany's education system. In Germany, a PhD or another doctoral degree may be done in different ways such as:-
1. There are PhD students who carry out their research work in 'graduate colleges' at universities under a rigid time schedule.
2. Others are university employees and work part-time as teaching or research fellows at the department or any other higher institute in which they pursue PhD program.
3. Others work on their research projects within privately funded or other sponsored non-university research institutes.

To prepare for the IAS, you will have to put in a lot of efforts towards preparing of the same. Although there is no set pattern that one would require to follow so to prepare and qualify the IAS exams but then you can always work hard on your general studies and the optional subject that you opt for on basis of your interest and educational qualification.
