I am not sure what you mean by level of English, but to be eligible to study in USA, you have to take the TOEFL and make sure you do not score below 90 in the test.

Hi Sachin,
If you plan to pursue a career in the Indian Navy / Indian coast guard after your graduation, it is important to have your education in the science stream and without which one is not eligible for the same. Now, as you have had your graduation in B.Com that is a non-science stream, you would not be eligible for the Indian Navy, however you can try for the Indian Army through the CDS exam.
