Hi,
In order to pursue masters degree from universities in Germany you need to have relevant undergraduate degree from recognized university with good academic record preferably 70%-80% plus in graduation, plus you need to take below mentioned tests:
1. GRE.
2. TOEFL or IELTS.
For admission in masters degree in German universities you need to have GRE score of 300-320 plus, IELTS score of 7 with no individual band below 6.5 or TOEFL score of 90 with no band less than 20.

Admission in MS at Germany will depend upon many factors like GRE score, German language proficiency level, 10th and 12th marks and letter of recommendations. You have low score in graduation but if your 10th & 12th marks are good along with GRE score of 310 or above, you will stand a fair chance in admission.

After, 10th, your daughter can get admission in India in any city. From wherever she does her 12th, it will decide her domicile. Accordingly, if she does 12th from Pune, she will get admission in the colleges of Pune. You need not worry in this issue. However, there would be another issue of adjustment of your daughter of two different education systems.
