1) Yes, you can pursue M.Tech in Structural engineering after completing B.Tech in Civil engineering.
2) B.E/B.Tech and M.E/M.Tech cannot be pursued through correspondence mode as such degrees are not approved by AICTE.
3) To pursue M.Tech, candidates need to pass B.E. / B.Tech in the relevant field with minimum 50% and 45% for reserved categories from a recognized university. Candidates need to sit for an entrance exam.
Some of the good colleges offering M.Tech in Structural engineering are :
-Indian Institute of Technology (IIT), Roorkee
-Maulana Azad National Institute of Technology
-Bharath Institute of Science and Technology
-Cen

As your son is in 10th standard, it is always advisable to complete schooling first. 12th is the basic requirement if your son wants to join a DEGREE course or apply for job in ANY sector.
If he has already decided and wants to join a diploma course after 10th, then he may go forward and can complete 12th along side from 'The National Institute of Open Schooling' (NIOS).

If your son choose diploma course after 10th / 12th, then he may further pursue lateral B.Tech course in which he will get direct entry in the second year. Degree course will add more career opportunities.
