1) Yes, you can pursue M.Tech in Structural engineering after completing B.Tech in Civil engineering.
2) B.E/B.Tech and M.E/M.Tech cannot be pursued through correspondence mode as such degrees are not approved by AICTE.
3) To pursue M.Tech, candidates need to pass B.E. / B.Tech in the relevant field with minimum 50% and 45% for reserved categories from a recognized university. Candidates need to sit for an entrance exam.

1)
As your son is in 10th standard, it is always advisable to complete schooling first. 12th is the basic requirement if your son wants to join a DEGREE course or apply for job in ANY sector.
If he has already decided and wants to join a diploma course after 10th, then he may go forward and can complete 12th along side from 'The National Institute of Open Schooling' (NIOS).

If your son choose diploma course after 10th / 12th, then he may further pursue lateral B.Tech course in which he will get direct entry in the second year. Degree course will add more career opportunities.
If he choose to complete 12th first, then he may opt for B.E / B.Tech in Automotive Engineering.
Further, to enhance his career opportunities, he may opt for M.E / M.Tech in Automobile engineering to study the technical side or opt for MBA to frame a career in management side.
He may even go for short / long term courses comprising of different levels such as designing, development or manufacturing. It depends on him where he wants to fit in.
Now, the decision depends on his interest, skills and time availability.

As an automobile engineer, your son can find employment in :
-manufacturing industries
-production plants
-service stations
-state road transport corporations
-private transport companies
-insurance companies
-motor vehicle departments
Automobile manufacturing industries such as TELCO, L&T, Ashok Leyland, Mahindra & Mahindra, Heldex India, Bajaj Auto and Gabrial employ automotive engineering graduates as Senior Production Engineer, Quality Engineer, Mechanical Design Engineer etc.
He may also join defence services of the country.
He may set up your own business venture.
He may even take up traditional teaching profession.

If you mean Indian Institute of Mass Communication, Admission is done by a separate entrance test for English, Hindi and Oriya, and for Advertisement and Public Relations, conducted by IIMC, New Delhi.
