If you are seeking for job without degree than you have very less chances, but you can build your own business and also became a freelancer developer. It has many pros in terms of financial view, if you are good in delivering good software.
But, if you are looking for a job than I personally suggest you to join an institute for advance certification because with course they also provide placement assistant, so it will be beneficial for you to find a job.
But, select the institute wisely.

English speaking with fluency is necessary to peruse a good job.but apart from that for pausing pol. science you need not to be fluent in it. A basic knowledge is either required .There is Also a good exposure to hindi medium student also.some of the cooleges are the hindu,colleges affiliated to anna university and many more.you can also go for www.du.in to check colleges of delhi university.

Hardwork has no substitute in any part of life and once you decide your goal, you will definitely win. CA requires consistency and passion for accountancy and understanding the need of your client as you are handling their money. Just go through the course structure of each level CPT, IPCC and Articleship and then make your decision. The pass percentage each year is 2 -3 % and that's because it has very high standards.

With the kind of course you are pursuing it would be preferable if you can go through the various courses offered by Tata Insititute of Social Sciences, Mumbai. The masters course offered by them are nearly related to developmental studies. They have an entrance exam every year in jan/feb. for further details

Congratulations for your feat in 10th. I would suggest two things.
1. If you hv any clear plans about the stream you are going to take, go through the books of grade 11 to see how much they interest you.
2. If nothing has been decided, go for an aptitude test to see and know you better. This also helps in charting your career path.
The careers in science, commerce or humanities are plenty ( around 12000 ) which ofcourse would be difficult to share here. So if PCM interests you go ahead with it.

After B.Tech in Electrical Engg, you can appear for GATE exam. Getting a good rank in GATE can help you achieve a good job in PSUs and also for pursuing MTech degree in IITs and NITs and IISc.
Also you enter into NPTI and get a diplmo degree in power training and you can also pursue Power management courses.
