Well you can select either of the two languages as per your own interest and aptitude.
1. Technical Field- If you wish to make a career in technical writing, then again its your choice which language attracts you more.
2. Electrical Field- To be honest, there is no role of a foreign language in this domain. However, it may help if you go abroad for any business endeavors. Again its your decision as to which one you consider picking.
