Hi Sumedh, though NIOS degree is acceptable you must contact individual universities as they will have their own rules. Besides you must also satisfy the admission requirements as per the program you want to study and university you wish to apply to.

Concentrate first to complete 11th and 12th NCERT. After that you can continue your practice by solving R. S. Agarwal , Arihant , and also if possible try to get practice material from leading test preparation institutions. But one thing make sure that whichever book you pick , try to solve each and every problem of it from each and every topic.

yes you can. CGPA is one of the criterion. Though it is on the lower side it would clear eligibility. You can make up for low CGPA with Strong recommendations and Statement of purpose and any research publications if any. Other easier destinations would be Scandinavian countries (not all) where you can get free education.
