Hi Rishi,
Eligibility for B.Ed at RIE CEE is 50% marks in Bachelors degree and / or Masters Degree in Science / Bachelors in Engineering or Technology with specialisation in Science or Mathematics or in Bachelors Degree and /or in the Masters Degree in Social Science/Humanities (5% relaxation for SC / ST /PH). So you can appear if you fulfill this criteria.

Yes, you can apply for B.Sc in hotel management.
The minimum eligibility criteria are 50% marks in class XII (top 4 relevant subjects) and you clearly meet them.
