Depends on the university rules and regulations. If university does not closes the admission for the academic year and seats are vacant in the stream you are looking then you may get admission.

It is difficult to pursue two courses at the same time especially when they are totally different from each other. See what you want to become in your life- an actress or an IAS officer and then do specialisation in that particular field.

No, it's not like what you have heard. Those who have done graduation in particular subjects have chosen other subjects in UPSC and have succeeded. The general subjects include anthropology, sociology, public administration. If you are interested in biology you can choose anthropology as it is one high scoring subject where upto 320 to 340 marks is obtained.
