Yes you have a chance to get admission as the admission to b.tech courses is made on the basis of two criteria-
1. Merit in consolidated merit list with 60% weightage of JEE (Main) 2013 and 40% weightage of aggregate marks in qualifying examinations
2. Merit in Qualifying Exam (In case seats remain vacant after exhausting preference no. 1)

The eligibility criteria for PhD varies for every institute. However the basic requirement is a Masters degree or an equivalent degree in the relevant discipline. However the cut off percentages vary. Some of the institutes conduct entrance exams and some of them require atleast two Research Publications for the PhD programs. Some also require work experience of a couple of years.
Candidates desirous of earning a PhD. in a particular area should exhibit deep understanding and maturity in that area. This is evaluated through an extensive interview by a panel of experts. A description of one or two proposed areas of specialization (1-2 pages per area) is to be attached along with the application form. The description should include references to work published in leading journals or conference proceedings including at least one reference to seminal work in that field.

Put simply, computer science is learning to program applications and the theory behind that. Information technology is learning to use technology in business.
Both are lucrative and offers equal level of career opportunities. You can analyze the various opportunities available and select the right path based on your personal criteria which should include:
