It's hard to tell which country he will get. Every country has many universities and colleges and each has different norms. Select some countries randomly and email some colleges and enquire. In most cases, NIOS will be accepted but after some additional verification by the college abroad. Canada, UK, Australia, New Zealand, USA are some popular countries for studying abroad.
