Hello Abshishek, In terms of resources, reach, reputation, contacts with industry etc. Deemed to be universities are miles ahead of private engineering colleges. Hence without any doubts I will say that deemed to be universities are better.

Computer courses are just an add-on to your current skills. The institutes offering specialised courses in computer help you gain an additional skill which will enhance your career scope. But they will not provide placements as such institutes are not full-fledged colleges.
