But there are even better colleges here in India that provide a very good package, so it depends on what your goal is and what you want to pursue.

It shouldn't take much time. Verification happens in person and on the same day. However, contact your local IGNOU center to know about it. Don't wait around or you could lose your admission.

What are you asking for? Give the details of the form you are filling to know better. Since you didn't do diploma, you should leave that place vacant or fill in 'N/A'. If that doesn't allow the form to submit, then that means you are not eligible for it.

Approach your local IEI office if present or contact them online. Tell them you only have provisional now and that you will be able to give them real marksheet later. They will understand and will allow you to take admission. And you will be able to get your diploma certificate by the end of the passing year.

This university has its own negative and a few positive points. The admission might be easy and there will be a great deal of ease in doing the work as well. We cannot compare this university with any government university in terms of the quality of research. If you are getting admission and wish to keep some comfort in doing Ph.D. Go for it. From a government university, Ph.D. is a tough and time taking process.
