Necessary Marks depend upon cutoff but Computer Science is trending branch so its closing rank is lowest for every NIT. So, you should score minimum 200 for CSE.

One must get a minimum of 700 marks to score above 90percentile.
For that a candidate must attempt minimum 70-72 questions.
Atleast one question from section e is to be attempted to get advantage.

The main criteria is to complete your Bachelor degree with very good grades. German universities only accept a brilliant students. Along with it, you must have a strong research profile. Take IELTS too. You can consider taking GATE but not compulsory.
